Step-by-step instructions
1. In a bowl, mix the fish sauce, brown sugar, chili powder, and water together thoroughly.
2. Heat a pot and add 4 tablespoons of vegetable oil. Once the oil is hot, add the onions and sauté until they become soft.
3. Next, add the garlic and sauté for a few more minutes.
4. Add the shrimp and stir until they turn pink.
5. Then, pour the fish sauce mixture prepared earlier into the pot and simmer until the shrimp are fully cooked.
6. Once the sauce has thickened and the shrimp are cooked through, add the scallions and cilantro, and stir well to combine.
After tasting and adjusting the seasoning to your preference, you can remove it from the heat.
